◆ How this relates to the 12 Commitments

Every indicator below has a definition, a baseline, a 2030 direction or target, a data source and a cadence. The 12 Commitments remain the headline set — where a Commitment states a target for the same indicator, the Commitment's number governs. This library is the full instrument panel behind them, published through the quarterly dashboard (M67).

Measurement cost sits entirely inside lines already booked — M67 ($120–180K/yr within the M68 envelope), the GIS and sensor lines (M53, M56), and the annual survey (M82). This page adds no measure and books no cost.

◆ The baseline rule

Where the City publishes no baseline today, the first quarterly report sets it from City data and locks it. A baseline set later cannot be quietly moved — the material-change rule (M78b) applies to measurement the same as to money. Marked below as first report.

Victoria is a Tree City of the World with no adopted canopy target of its own, which is why this framework publishes one. Where the planting count and the canopy percentage diverge, the canopy number governs and the planting programme is what changes. Free seedlings for homeowners are the decisive half, because 75% of the canopy sits on private land.

◆ Why this page exists

A vision without instrumentation is a mood. The five indicators most often asked about — permit times, canopy, downtown vacancy, the unsheltered count, and the enforcement-survival rate — are all above, each with its baseline and its clock.

In 2030 this page either shows the lines moving or it shows they did not, and the framework accepts both readings, because that is the standard it demanded of everyone else.
