Profile. Lyall Atkinson is a Victoria-born small-business owner and second-time mayoral candidate. His 2022 candidate material states he was born in 1963 at Victoria General Hospital into a large pioneer family, worked in the health and food industries, and then founded Your Friend with a Truck Ltd., a moving and hauling business he has operated for roughly two decades. He is married, lives in Victoria, volunteers in the community and builds classic and hot-rod cars. He has no elected municipal record, so there is no accountability block for him.

Nomination status — why this profile exists. City elections page lists accepted mayor nominations as ALTO, Marianne; ATKINSON, Lyall; GERVAIS-HARRISON, Darren; HANNA, Christopher; HARRIS, Mike; JOHNSTON, David; MCGUIGAN, Bruce; and MILLER, Gregoor. Do not treat the Times Colonist “three candidates” frame as the City list — Johnston is City-accepted and absent from that TC report. 2026 field interview — attributed, not scored. On 3 Sep 2026 the Times Colonist reported Lyall Atkinson is in the mayoral race. City elections page (opened 3 Sep) lists ATKINSON, Lyall among accepted mayor nominations. In that TC report he said the CSWB plan “does not seem to have worked” despite a two-year budget of $17 million — that $17M is Atkinson/TC, not a City total. He said bring all parties together for a new addiction/mental-health plan and was quoted: “I’m willing to work with all parties to get this problem solved.” Separately City primary: Council approved $10.35M for initial CSWB actions (City news 2 Jul 2025); same release: ~$13.612M needed for the listed actions; $10.35M “do not total to the amount needed overall.” Those City figures ≠ each other ≠ $17M. Direct quote only: “I’m willing to work with all parties to get this problem solved.” The CSWB / $17M wording is TC paraphrase. CHEK (20 Aug 2026) already quoted him.

Electoral history. Ran for Mayor of Victoria as an independent in 2022, finishing fifth of eight with 175 votes — 0.6% of the 27,182 votes cast for mayor (Alto 15,090; Andrew 9,775; Marshall 1,513; Fuentes 206; Atkinson 175). No other campaigns located. A filed nomination is not a competitive campaign, and the 2022 result is the only performance evidence on file.

• Core functions. Council should concentrate on local issues; his 2022 material argued that "drug addiction and homeless are a blight on the city, it is not the sole responsibility of local government to solve these societal issues."
• Public safety. Reduce crime; let the police chief and bylaw officers do their jobs without political interference (framed in 2022 against the then-mayor).
• Homelessness. Enforce park camping restrictions on a 7 PM–7 AM basis, close provincially-owned hotels used for sheltering, relocate unhoused people to their city or province of origin, and convert one hotel into a locked recovery facility.
• Downtown and economy. Revitalize the core by making it more business-friendly, growing tourism and restoring hotel capacity to pre-crisis levels.
• Taxes and spending. Opposed specific council spending decisions, including Indigenous-fund taxation and grants to board members he characterized as improper.
