Profile. Wendy Bowkett is a business strategist, community volunteer and former long-serving Victoria Downtown Residents’ Association leader. She lived downtown for more than 20 years and served on the association’s board for over a decade in executive roles, including work on governance, resident engagement and relationships among neighbourhood, business and civic stakeholders. She also serves on the board of The Soup Kitchen and holds an MBA. For voters, Bowkett brings direct downtown and organizational-governance experience; the central test is whether her broad “back to basics” approach includes measurable funding choices and service commitments.

2026 campaign and social verification. wendybowkett.ca is a current, authorized campaign site with donations, events, updates, volunteering and sign requests. Its programme now has three detailed pillars: restore public trust through ongoing engagement, reporting, evaluation and responsible use of tax dollars; improve public safety by properly resourcing the system, supporting appropriate non-police crisis teams and activating public spaces; and make Victoria more liveable and affordable by accelerating non-market and co-operative housing approvals, restoring Local Area Plans, expanding the tree canopy and creating a strategic economic plan. X @wdbowkett is the clearly attributable active campaign channel located. The website does not link other social profiles, and no current dedicated Facebook, Instagram, Bluesky, Threads, TikTok or YouTube campaign account was verified.

Current-platform note. The refreshed site materially strengthens the evidence on M6, M26b, M58, M67, M71 and M80, but it does not publish costs, unit or permit targets, crisis-response hours, police/bylaw staffing, a tax path, programme-review cycle, economic growth measures or reporting cadence. ⚪ Remaining gaps after the current-site review. No multi-year tax path, zero-based review cycle, managed-competition position, general permit service standard, numerical safety or homelessness targets, climate baseline, capital referendum rule, regional bill or Foundation-measure implementation plan. Her business strategy and Soup Kitchen roles remain background rather than policy evidence, and the rules exclude them. Source sweep closed 2 Sep 2026 and the field is exhausted: a Victoria News site search for "Bowkett" returns exactly one 2026 article (15 May, quotes drawn from her campaign news release) plus a 2011 series; nothing on CHEK, Victoria Buzz or Capital Daily; her X timeline carries no 2026 policy post; the Priorities accordions expand to the same ten bullets and hide no second layer; the Victoria Labour Council ran a 2026 questionnaire and finished endorsement interviews (page lastmod 12 Aug 2026) but publishes no responses and does not name her; no Chamber or DVBA council questionnaire with published answers exists; and the City publishes no candidate list before the Declaration of Candidates on 11 Sep 2026. One item stays open: the 4 May 2026 Times Colonist commentary "A crisis of confidence in Victoria City Hall" is Cloudflare-blocked on four routes and its authorship has never been verified, so nothing from it is scored. If it is hers it is the likeliest source of a tax, governance or downtown mark and the card must be re-run.
