Profile. Krista Loughton is a first-term Victoria councillor, award-winning documentary filmmaker and business owner whose work has centred on poverty, trauma, homelessness and addiction. Her feature documentary Us and Them has screened across North America, including on Parliament Hill and at the BC Legislature. She holds a specialist BA in geography and, during the current term, has served on heritage and theatre bodies and as president of the Canadian Capital Cities Organization executive. She lives in Fernwood. For voters, her strongest claim is direct subject-matter engagement on homelessness and supportive housing; the corresponding accountability question is whether City-led interventions have produced measurable transitions indoors and whether a simultaneous CRD bid would improve regional cost- and service-sharing.

2026 campaign and social verification. kristaloughton.ca is now a current, authorized campaign site for both council and CRD director, with volunteer, donation, lawn-sign and survey functions. Its stated priorities are downtown conditions, affordability and regionalizing homelessness services so Victoria does not continue carrying the regional load alone. The June launch adds specific support for finding indoor spaces for roughly 200 unsheltered residents, expanding federal and provincial investment, making better use of existing housing and facilities, and supporting Positive Flow—rent supplements and light supports that help supportive-housing residents move into independent housing, freeing supportive and shelter spaces. The site still says community feedback will inform the platform, so this is not yet a fully costed programme. Instagram and Threads visibly carry the 2026 campaign launch and priorities. X, YouTube and two Facebook identities are linked from the campaign or prior public record, but reliable current-post chronologies were not available for all of them.

The campaign has not yet published costs, annual transition targets, available-unit counts, regional contribution formulas or an accountability dashboard. Existing marks below are retained until the 11 Sep lock rather than changed from an unfinished platform.

⚠️ Correction — the July marks above must not be reused. "Renters' Hub" is not a Loughton motion. A full-text search of \~370 City agendas and minutes, Nov 2022 – Aug 2026, returns zero occurrences of "Renters' Hub", "Renters Hub", "TRAC" or "Tenant Resource". It is a City web resource page with no mover. The July Close line crediting her with it, and the "Coordinated Access and Assessment motion" line, are unsourced and are withdrawn. This also exposes a defect in the Program itself: M9's text cites a "Loughton/Thompson 2025 motion" for the Renters' Hub that does not appear in the record — that citation needs checking before the next release. "Crystal Pool YES" is likewise withdrawn as an individual mark: she is never individually named on any Crystal Pool division.

📋 Accountability, updated. YES on every budget despite stated reservations. No permit benchmarks and no dashboard. Sharpest gap: no published position on regional water, sewage, the CRD budget or the roughly $1.07B Goldstream filtration plant, while asking voters for a CRD Director seat. Her VoteMate 2026 profile is blank and the X account her own site footer links to returns 404. Ten measures the City fully controls sit at researched silence: bylaw enforcement hours, streetlighting, published permit times, managed competition, zero-based budgeting, administrative overhead, real estate, GIS and municipal AI, open data, and the household bill. ❌ on managed competition removed in v1.8 for having no source — confirmed: "managed competition" and "contracting out" appear zero times in the whole minutes corpus.

Idea the framework lacks. A dedicated Island Health outreach worker embedded with the City's relocation team — the operational mechanism that makes relocation work at the individual level.
