Verified 1 Sep 2026 and re-verified 2 Sep 2026 against the mayoral campaign site (read in full), the campaign's own dated posts, all four linked social channels, local news, and the City's accepted-nomination list. The website contains a substantial high-level agenda, but still no numerical targets, costings, baselines or implementation calendar. Profile. Mike Harris is a Vancouver Island businessman, housing and real-estate professional, former journeyman carpenter and repeat political candidate. His mayoral campaign describes more than 30 years in real estate, housing, construction and business; in a 2024 candidate questionnaire, he described more than 40 years as a businessman and entrepreneur. Harris Auto Group’s team page lists him as an owner. He presents himself as a practical operator focused on timelines, measurable results and value for taxpayers. He is also a husband, father and grandfather. For Victoria voters, his business experience is substantial, but so is the need to scrutinize how a private-sector management approach would translate to municipal law, collective agreements, regional governance and public-service delivery.

Residence and connection to Victoria. In a September 2024 Times Colonist questionnaire, Harris stated that he lived with his wife in the Happy Valley area of Langford and had done so for four years. The new mayoral site does not state a current City of Victoria residence or explain whether that has changed. Do not infer a move: verify his current residence and nomination documents after the City’s 11 Sep declaration of candidates. His business group has operated a Victoria-area dealership in Langford, and his campaign now proposes a 12-neighbourhood listening programme across Victoria.

Political and electoral history. Harris was the BC Conservative candidate in the June 2023 Langford–Juan de Fuca by-election and the October 2024 Langford–Highlands general election, finishing second to the NDP in both. In 2024 he received 8,038 votes, or 37.8%, according to the reported final result. He then sought the federal Conservative nomination in Cowichan–Malahat–Langford in early 2025. This history is relevant in Victoria’s formally non-partisan election: the 2026 mayoral website does not foreground a party label, but he has a recent and sustained Conservative campaign record.

Campaign and social verification.

• mike4victoria.ca is live and newly launched for the 2026 race. It is one single page: Meet Mike, Priorities, 12 Neighbourhoods, Latest, Get involved and Donate are anchors on it, not separate pages. WordPress; no sitemap, no feed, no REST index, no post dates — so the site itself carries no lastmod and re-checks are by retrieval date. Slogan “A Fresh Start for Victoria”; hero line “Protect what works. Fix what doesn’t. Build a safer, more affordable and accountable city—together”; three principles “Listen first / Focus on results / Put Victoria first”; tagline “Safe. Affordable. Accountable.”; election date 17 October 2026. Its “Latest” area still contains only one undated announcement. No policy paper, budget, costing, baseline, implementation schedule or dated archive exists as of 2 Sep 2026.
• Campaign administration, published on the site. Footer authorization statement: “Authorized by Financial Agent Dianne Lyngard, 250-999-7612.” The donate block publishes the 2026 rules: contributors must be BC residents and Canadian citizens or permanent residents, using their own funds; limit $1,429.70 per individual to this campaign; contributions of $100 or more publicly disclosed; no tax receipt; payment via Stripe. Worth recording because the January 2026 Elections BC finding against him was precisely a missing authorization statement — the 2026 municipal campaign is carrying one.
• X @BCMikeHarris is the primary campaign channel and the only one with public per-post timestamps. Bio: “Running for Mayor of Victoria. Businessman, builder, husband, father and grandfather. A fresh start.” Location British Columbia, Canada; links mike4victoria.ca; account joined August 2025. Municipal posts to date: the pinned announcement with video, 1 Sep 2026 (“It’s official — I’m running for Mayor… This campaign will be about listening, bringing people together…”, \~9.3K views); 1 Sep 2026 (“Protect what works. Fix what doesn’t. Keep Victoria moving forward.”); 2 Sep 2026 (three priorities — “Safe communities and welcoming public spaces. A city where people can afford to build their lives. A City Hall that respects taxpayers, measures results and takes responsibility for its decisions.”); 2 Sep 2026 (“Public safety and compassion are not opposing goals.”). These posts add no instrument the site does not already carry, but they give the site’s undated text a hard date.
• facebook.com/mike4victoria2026 is a dedicated 2026 municipal page and it does exist — category Politician, roughly 1.6K followers, same bio as X, contact [mike4victoria@gmail.com](mailto:mike4victoria@gmail.com) and 250-999-7612, linking mike4victoria.ca. Its posts mirror X. This corrects the 1 Sep finding below. His personal/public page continues separately, and the older Mike4Langford page remains branded for his BC Conservative Langford/Highlands campaigns.
• Instagram @bcmikeharris has been converted to the mayoral campaign — bio now reads “Candidate for Mayor · Community-focused leadership. Practical solutions. A stronger future for our community.” (147 posts, \~207 followers; a legacy linktr.ee/mike4langford link is still in the bio). This corrects the 1 Sep finding that it remained branded “Candidate of Record for CPBC.” The @mike4langford and YouTube @Mike4Langford identities remain legacy provincial-campaign channels.
• ~~No dedicated 2026 mayoral Facebook, Instagram, TikTok or YouTube channel was clearly linked from the campaign website in the accessible page text.~~ Superseded 2 Sep 2026. The footer links Facebook, Instagram, X and LinkedIn; the Facebook page is purpose-built for 2026 and Instagram has been converted. Still no 2026 TikTok or YouTube channel — the announcement video is native to X, and the “Mike’s Minute” videos the site promises have not appeared yet. Re-check after the formal campaign period begins on 19 Sep.
• Nomination status. Nominations run 1–11 Sep 2026; declaration of candidates 11 Sep; voting day 17 Oct. The City’s accepted-nomination list lists HARRIS, Mike among accepted mayor nominations, with ALTO, Marianne; ATKINSON, Lyall; GERVAIS-HARRISON, Darren; HANNA, Christopher; JOHNSTON, David; MCGUIGAN, Bruce; and MILLER, Gregoor. Nomination accepted. No VoteMate 2026 profile exists for him. Current City of Victoria residence remains unstated and unverified.
• Independent coverage at 3 Sep 2026. The Times Colonist field interview (Andrew A. Duffy, 3 Sep 2026) quoted Harris. He said the city is ready for a fresh start, citing fiscal responsibility, safer streets and stronger communities, along with greater transparency at City Hall. He said: “People should be able to understand where their money is going, why decisions are being made and what results City Hall is achieving,” and: “I’ve spent my career in business, where you have to listen to people, manage resources responsibly and ultimately be accountable for results. I think we need more of that approach at City Hall.” Earlier, CHEK’s “Victoria mayoral race takes shape” (20 Aug) named Alto, Atkinson and McGuigan and predated his 1 Sep announcement.

Published 2026 agenda. The site organizes Harris’s campaign around six priorities:

1. Safe streets and strong communities — clean, accessible public spaces; compassion, coordination and accountability.
2. Respect for taxpayers — review spending, reduce duplication and show residents what each tax dollar delivers.
3. Housing that works — set measurable permit targets, reduce avoidable delays and judge policy by homes built and real affordability.
4. Bring back the best of downtown — a measurable plan for a clean, safe, welcoming, accessible and active downtown.
5. A fresh start at City Hall — an independent organizational and value-for-money review with public findings.
6. 12 neighbourhoods, one Victoria — neighbourhood conversations followed by a public “What Victoria Told Mike” report.

Decision method. Harris proposes a six-question test before major spending: municipal responsibility, full cost, the problem being solved, success measures, less-expensive alternatives and whether affected people were consulted. The final test is “Did it work?” This is a clear governing frame; the missing piece is how it would be embedded in budgets, staff reports, procurement and quarterly public reporting.

Reconciled to the card, 2 Sep 2026. These seven map one-to-one onto the seven scored cells: the two Closes are card rows 3 (M7) and 41 (M65); the five Partials are rows 6 (M26), 18 (M71–M73d), 42 (M67), 50 (M77/M78/M78b) and 53 (M80). 📋 Campaign-compliance record. In January 2026, Elections BC fined Harris $450 because approximately 45,000 flyers from his 2024 provincial campaign lacked the required authorization statement. Elections BC found no deliberate attempt to circumvent the law, noted that the campaign cooperated and had no prior fines, and imposed a penalty well below the $10,000 maximum. Record this as an election-administration lapse with the mitigating findings, not as a policy score.

Numerical tax and spending commitments; programme-by-programme savings; debt and reserve rules; a quarterly public dashboard; housing mix and non-market targets; tenant protections; police and bylaw staffing; homelessness pathways and service hours; transit and walking standards; climate adaptation; reconciliation and host-Nations relationships; CRD costs and votes; accessibility; major-capital referendum rules; municipal AI governance; and implementation costs and funding sources.

What would move it. A complete platform that converts the six priorities into numerical targets, baselines, costs, funding sources, responsible authorities and reporting dates. Also needed: confirmation of current residence, and clarification of whether the legacy Conservative campaign accounts will be converted to municipal campaign channels.
